Does it mean that many creatures now live together in a big city or does it just mean that many of the old series characters will return for the new series.

That could be one interpretation. But I think he just means that there’s going to be a lot of different races or inhabitants, he described the original world as being less populated with people. So in this new version, there will be more population. That’s what I get from it.

Perhaps a refuge of sorts where various species of Third Earth have come together for protection and safety.
