Exactly, and it’s not like he got a huge amount of character development in the original series either. He was only there to be funny/annoying when the plot called for it.

Lion-O talks to him like a pet, he doesn’t talk, and the kittens like him. Kids love animals. Not to mention he’s consistently ignored.
Snarf is a pet.
And while he is show to be intelligent he is still driven primarily by things like food and instinct. He’s essentially a pokemon without any useful powers of abilities.

I’m actually a little disappointed that Snarf hasn’t been given more to do but just stand there and look cute.
His best episode thus far has been “The Drifter & The Duelist” because there we got to see him be a companion to Lion-O and legitimately fear for his life. And I really liked him in the Pilot where he got a HUGE laugh from the group I watched it with during the horn scene. And he did have a cool moment in “Journey to the Tower of Omens” where he helped them find it.
But most of the time he’s just sort of there. Of course this is coming from someone who actually liked Snarf in the original show (at least in the 1st Season before he got overexposed to the max and they brought in a whole mess of new Snarf characters).
I did like what the new show did with him in design and in execution, but I just wish they’d use him more. I don’t think he’s even interacted with Tygra or Cheetara at all. I actually wouldn’t mind a Snarf centric episode or something given to him because as is, I have to wonder why he’s even there.
