90s-style Panthro

Can anyone identify the Panthro figure on this mug? It looks like it’s from the 90s - it’s definitely not the LJN or Mezco version.

I agree with Booshman. I too think it is a custom figure. The base figure looks like a Marvel or DC figure.

As the other have said it is definitely a custom. At a guess it looks to be made on a Kenner Animated Superman body. The Mumm-Ra is also a custom and the Optimus Prime is not a G1 toy but one from 2006/2007.
