Ah, thank for that buddy! For some reason it wasn’t showing up on my EBay searches even when I put in the reference number.
Here’s my two cents:

The body is NOT a prototype Slithe body. It’s just a standard Slithe figure that has been modified. This is evident by the Battle-Matic Action Lever Slot in the back.

Clearly this is not a ThunderCats figure or even remotely related to ThunderCats since Hasbro had nothing to do with the franchise. My guess (and that’s all it is) is that the guy (George Ptaszek) was trying to come up with a design for a character (maybe for a new cartoon show or toy line?) and he had decided on the head/face, but wasn’t sure what type of body to use. So, instead of sculpting different bodies, he took existing action figures’ bodies and fitted the head onto them to see if any of them work (as seen in the photographs). I know sculptors sometimes do this during the early approval stages so that they can give their clients an idea of what the final toy will look like.
This is like the third or fourth time I’ve seen this listing up for sale in the past year…
As I recall, thats exactly what this is. just concepting via reusing parts from other things.
