Must be wonderful to look at that cel hanging on your wall everyday! 
There’s not much to go on by in that screencap, other than the light blue area on the left. I’m guessing it is either ice or crystal or something. And just judging by Lion-O’s looks, I think this might be from a Season 1 episode.
You’re right on both counts. Lion-O’s eyeline also offers a clue. What’s he looking at?!

It might be either the one mumm_ra_n_rana says or “Secret of the Ice King”, but I think she’s right. Looks like when Lion-O is hanging of the cliff and Slithe is about to attack him and Tygra distacts him by creating the ilusion of the Eye of Thundera.
That’s it!
It’s actually before that, when Lion-O spears the front of Slithe’s SkyCutter with a giant icecicle.

Sorry. I didn’t mean to sound nitpicky. It’s not the same scene at all, which is why I mentioned it. It always struck me as odd that Slithe’s SkyCutter was basically totaled, and then five minutes later it was flying again, good as new.
